Proposal Statement
Authorize and appropriate funding to the National Guard to identify products, evaluate functionality, and define a secure VPN system with CAC bootable devices, insuring a national standard to deliver secure remote access to field offices, mobile work teams, and deployed individuals in all environments.
Recommendation Information
Cyber Security is a major threat. Quality secure virtual private network (VPN) systems are essential to remote operations. National Guard personnel and units often require remote access to access their desktops and Guard resources. Many commercial off the shelf systems are employed around the world to support secure communications. When combined with a commercial CAC bootable device the system allows remote users to establish a secure communication tunnel from any public Internet directly to their home agency’s infrastructure and onto their desktop. Remote access must prevent zero day malware from entering the network, deny unauthorized network access and provide trusted connectivity over communications infrastructure from non-secure public internet or over unsecured satellite systems. The security system must have a unique key exchange capability that denies "a man in the middle" attack - such as the creation of a secure tunnel through which the users credential are passed. This requirement applies to individuals and units regardless of location. The secure capability must be redundant, overlay existing IT infrastructure systems, work on legacy equipment, and be simple for personnel to use.

The combination of secure VPN with CAC bootable devices are currently in use for NECs, Tele-work and/or Remote Network Management at 19 US Army installations. Many systems are Army Information Architecture approved as VPN products. A Product called the BorderGuard system is the only secure remote access technology approved for use on the US Army IMOD contract.
