Recommend that each State without an organic ASB and assigned Rotary Wing assets be equipped with a COTS forward refueling point system for use in Domestic Operations. With the loss of the Forward Arming and Refueling Point (FARP) capability provided by the ASB, states have lost capability to project aviation operations in a in a catastrophic state event response where Ground Line of Communication (GLOC), Main Supply Route's (MSR) or Alternate Supply Route's (ASR) are either not established, damaged or non-existent. Currently, The ANG does not organically have this capability to augment. This equipment/capability was discussed at the 2018 National Guard and Reserve Equipment Appropriation (NGREA) conference and is published as a desired capability needed under the Emergency Support Function (ESF) 1 - Transportation in the 2018 ANG Domestic Capability Priority booklet.
