Proposal Statement
Change item A to read, "Removing the prohibition on eligibility for TRICARE Reserve Select of members of the reserve components of the Armed Forces who are eligible to enroll in a health benefits plan under chapter 89 of title 5, United States Code."
Recommendation Information
Why do we need this legislation? This legislation is important for members of the National Guard because:
1.) Tricare Reserve Select provides affordable health care plans that should be available to all National Guard and Reserve service members.
2.) Current law prohibits access to Tricare Reserve Select for actively serving National Guard and Reserve servicemembers who serve as federal employees in their civilian employment.
3.) National Guard and Reserve servicemembers are usually forced to pay higher insurance premiums if they choose to work for the federal government.
4.) Coverage under Tricare Reserve Select provides consistency of health care coverage if service members will be transitioning out of the federal workforce.
5.) There are more than 70,000 dual status military technicians in the National Guard and Reserve.
How much will this cost taxpayers? This legislation should have little to no impact on the federal budget. This legislation will shift some of the federal employees from one insurance pool to another.
2019 legislation for this issue is H.R. 613 and S. 164 “Expand Tricare Reserve Select”
