Enact federal legislation to require that procurement and execution teams adopt commercial construction practices through the GSA Schedule.
Recommendation Information
Due to declining budgets, facility construction agencies are being forced to cut costs in the delivered facility solution, while operating under restrictive contracting vehicles that actually drive those costs upward, exceeding the funding. The design, construction and delivery time of facilities can be reduced significantly, saving the installation time and money, while ensuring the desired level of quality through the GSA Schedule. Specifically:
• The GSA Schedule is a supply schedule with design/build construction services and utilizes standard Federal Acquisition Regulations (FARs)
• The GSA Schedule is based upon manufacturer’s commercial practices and leverages the government’s immense buying power, offering the agency a Best Value solution.
• Agencies buy directly from the manufacturer at Most Favored Customer Pricing “MFC”, which is below dealer pricing,
• The GSA Schedule is tantamount to full and open competition.
• GSA Schedule vendors are required to submit and maintain a Small Business Subcontracting Plan with the Region Seven of the GSA.
• Because the GSA Schedule Manufacturer has an existing contract, the installation may collect and analyze market research, an investigation into what solutions are available in the commercial market and how the installation may benefit by those solutions, without creating an unleveled playing field.
• Market research saves the installation valuable time and money during their due diligence period of a securing potential facility need.
