Funding and procurement of Integrated Electronic Warfare Countermeasure Controller system for HH-60
Recommendation Information
11. Background. HH-60G helicopters have been destroyed and crews have been lost while performing combat rescue operations due to their inability to detect and react to hostile enemy fire. The HH-60G requires a precise, integrated defensive system that detects and defeats current and future threat systems such as small arms fire, rocket propelled grenades (RPGs), and man-portable air defense systems. Currently, RPGs and small arms fire can only be detected
visually, or relayed from a ground observer. The aircraft is vulnerable to all threats and is in need of an EW controller that can automatically take all in puts from the Electronic Combat assets on the aircraft and deploy appropriate countermeasures. Additionally a three dimensional audio system integrated with missile warning, a hostile fire indicator, and a radar warning receiver provides aircrew with spatial and situational awareness of relevant threats, allowing precise and immediate defensive fire. Aircrew also require integrated training software in the electronic warfare suite to effectively prepare for combat scenarios utilizing the modernized defensive system suite.

3. Impacts If Not Funded: HH-60G and their crews will remain at risk to many current and all future advanced threat systems resulting in areas of denied access, severely impacting the primary role as Combat Search and Rescue Helicopter and the recovery of personnel from hostile regions.

5. Recommendation:

It is the recommendation of NGAUS and the National Guard Bureau, the Department of Defense to the Congress of the United States to authorize and appropriate funding to:

• Request funding be added to the President’s FY2017 budget request to procure an Integrated Electronic Combat controller to automatically assess the threat situation and take action to protect the HH-60 from ground to air threats.
