Proposal Statement
Provide funding to support and implement the Comprehensive Airman Fitness Program in order to improve the health/well-being/resiliency of Air National Guard members.
Recommendation Information
Recommend NGAUS influence the Congress of the United States to authorize and appropriate funding to the National Guard Bureau in support of the Comprehensive Airmen Fitness Program (AFI 90-506). Specifically, funding is needed to provide health promotion and fitness services (e.g., nutrition counseling, cardiovascular fitness, weight control, strength/conditioning, functional movement, mobility, injury prevention, sleep hygiene and goal setting) to Air National Guard members in order to optimize the health and well-being of our force. CAF Program funding is necessary to hire certified health/fitness professionals and coaches, preferably with military experience, who would assist members directly and remotely (during the week and regularly scheduled drill weekends, as well as during non-duty hours) in individual and team-oriented environments on base. Funding would also assist in acquiring an interactive technology platform that helps members stay fit/healthy and tracks the progress of individuals/teams with the capability of delivering real-time reports to trainers, unit leaders and Air National Guard leadership. Currently, the CAF Program receives no funding at the Wing levels and consequently, Wings are largely unable to execute the intent of the program. If passed, this resolution will play a contributory role in sustaining a fit, resilient and ready force as outlined in AFI 90-506, para 1.1. In addition, this program will help Commanders at all levels meet the requirements of para 1.3 and 1.4. Finally, implementation of the program at the unit level should be via the Integrated Delivery System and the Community Action Information Board as outlined in AFI 90-501, paragraphs 1.1 and 1.6. Failure to fund the CAF Program will result in Airmen who are not optimally fit and resilient to meet the demands of today's military obligations/commitments.
