Upgrade the existing Black Hawk variants to support multi-domain command and control. The system shall enable secure, seamless collaboration and situational awareness across devices, platforms, mission and services to meet current and emerging Homeland Defense and Domestic Response Requirements and fill Army National Guard (ARNG) Aviation Modernization Gaps. The system shall enable use of portable, inexpensive Commercial Off-the-Shelf (COTS) wireless computing devices (e.g. tablets, hand-helds, etc.) by providing a secure aircraft wireless network and integrating new aircraft data-links.

The system should enable inter-agency communications for multi-domain command and control by providing the aviator, crew, and transport personnel with real-time situational awareness (e.g. aircraft, navigation, battle-space, and weather data), new collaboration tools, Line-of-Sight (LOS) digital communication, and Beyond Line-of-Sight (BLOS) digital communication. The system shall integrate aircraft data-links (e.g. Link-16, Blue Force Tracker (BFT), etc.) as well as hand-held radio data-links (SRW, TSM, ANW2, etc.) and translate/route data-link information over an onboard wireless network secured in accordance with National Security Agency (NSA) guidelines, to facilitate and maximize use by all personnel aboard the aircraft. The wireless network shall support both classified and unclassified mission configurations.
