Requirement:
The Air Force has repeatedly stated their intent to pursue a competitive acquisition. Several RFIs have been completed
and the expected July 2011 draft slid into September and then on 23 September 2011 the USAF announced that the SHE
draft RFP was temporarily delayed as a result of the Budget Control Act and establishment of the Joint Select Committee
on Deficit Reduction. Subsequent testimony stated that the program was deferred.
Impacts If Not Funded:
The State Emergency Helicopter (SEH) Proposition provides a replacement helicopter for the USAF current UH-1N “Huey”
fleet of 62 aircraft. The UH-1N cannot currently perform its assigned mission falling well short in key performance areas to
include: Range, Endurance, Airspeed and Payload. The USAF also has insufficient numbers of aircraft to train for and
accomplish the missions. The UH-1Ns are 40+ years old and very high time (some exceed 15,000 flight hours) The program
provisioned for up to 93 new “SEH” aircraft. The FY12 President’s Budget Request contained funding for 22 aircraft
totaling $764.476M over the FYD. Procurement was expected to begin with the acquisition of the first two aircraft in
FY12. Subsequently, funding was zeroed beginning with FY13. The USAF has explained that while the requirement still
exists, overall reductions in funding mean the service can no longer afford to resource the program.
