Acknowledgment and support for ARNG support of Army Reserve Officer Training Course (ROTC) and use of T-32 Tech support of program.
Recommendation Information
CSA stated "We are a Total Army" and recognized the ARNG as an operational force (NGAUS Conference 15). Army ROTC along with GRFD scholarships and SMP options, has produced nearly 30% of NG officers annually. In fact, "The U.S. Army Cadet Command partners with universities to recruit, educate, develop, and inspire Senior ROTC Cadets in order to commission officers of character for the Total Army; and partners with high schools to conduct JROTC in order to develop citizens of character for a lifetime of commitment and service to the nation." In support of the Total Army, ARNG has supported these programs out of hide depending on the needs of the state, exercising ADOS, AGR, and T-32 Technicians, however NG-JA identified some areas of fiscal concern regarding Tech in support of ROTC. Further, TDA authorizations allocated in support of ROTC remain unfunded.
This resolution requests:
(1) That the National Guard Association of the United States urges Congress to appropriate sufficient funds and allocations for ARNG support of AROTC as part of the Total Army and;
(2) Establish an option for utilization of T-32 Technicians when needed and determined by TAG to ensure NG presence in the development of future Army leaders.
