The current statement in Resolution #15, Item B, states "Fully support and fund KC-46 to replace KC-135 fleet." As of early 2023, the Air Force has formally launched the Next Generation Air-Refueling System (NGAS) program with an estimated first delivery of 2040. This will effectively reduce the planned buy for the KC-46. The Air National Guard must posture itself for both the KC-46 and the NGAS tanker.

The KC-135 tanker will likely last until 2040 and beyond but at that time replacement of the 1960s era tanker will be necessary. The NGAS program replaces the KC-X/KC-Y/KC-Z construct in an effort to introduce stealth and survivability into the tanker fleet. This reflects the current needs of the services and and acknowledges the threats of a near peer competitor. The Air National Guard operates approximately 40 percent of Total Force refueling capacity and therefore must be postured for the NGAS as well as KC-46.
