On 17 DEC 2018 the United States Office of Personnel Management (OPM) authorized the use of special pay tables for the pilot positions -2181 and -0346. The following agencies were authorized to use these tables, USAF, FBI, U.S. Marshals Service, DOE, NASA, and the State Department. The special pay table rate did not apply to the Army and National Guard.

The Army National Guard Technician program currently has a retention and hiring problem and cannot recruit or retain enough personnel to fill our positions. If the Army National Guard is not authorized to use of the special pay tables, the retention and hiring problem will be compounded. The Army National Guard already has a difficult time competing with other government agencies and this policy as it is currently written will make it near impossible to keep our aircrew members if they receive offers from the above agencies.

Army National Guard technician pilots need to be included under the Special Salary Rate Tables to allow us to hire and retain our highly qualified aircrew member in our technician force.
