The National Guard should advocate for the eligibility of software capabilities under the National Guard and Reserve Equipment Appropriation (NGREA), particularly when acquired through Other Transaction Authority (OTA) mechanisms and aligned with existing Department of the Air Force and Department of the Army software acquisition pathways. Modern warfighting increasingly depends on software-defined capabilities—such as command and control, mission planning, and edge computing tools—that require rapid iteration and field-driven development cycles. Enabling NGREA to support these efforts allows Guard and Reserve units to fill urgent operational gaps while reducing long-term burden by aligning with established programs of record managed by active-duty Program Executive Offices (PEOs). These PEOs already possess sustainment structures, funding lines, and acquisition authorities that can absorb and maintain fielded capabilities once delivered. By directing NGREA-supported software initiatives through these existing channels, the Guard and Reserve can accelerate modernization without creating parallel sustainment challenges, while ensuring interoperability and lifecycle alignment across the Total Force.
