Amend 10 United States Code 115 in regards to 1825 counting towards personnel strength levels. Amend to reporting requirement only and remove counting towards active duty end strength. Paragraph 2 subsection B outlines that cumulative periods of active duty and full-time national guard duty that exceed 1825 days in the previous 2190 count towards the congressionally authorized reserved members on active duty and full-time National Guard Duty. National Guard provides services through interagency agreements to other Federal Agencies that require long term continuity of subject matter expertise and is negatively affected by adherence to the 1825 requirement. Although exemptions exists in paragraph I, no authorities align with the missions of interagency agreements in accordance with DODI 4000.19.
