PA has experienced a downturn in officer accessions and challenges in mid-career retention of both Officers and Enlisted personnel. Mid-Career servicemembers and young officers may have more pressing needs than just an education benefit. With a young family, cost relief on a mortgage would be a more tangible incentive. Closing costs can be a significant expense on top of the loan cost, and this may be a more appropriate justification for the expense. The goal is to provide a comparable non-education incentive that promotes stability in family life. In addition, this would help servicemembers receive a benefit if they already achieved their higher education goals. This could be a DoD incentive and not just a National Guard Incentive.
