Proposal Statement
Replace the Crush, Screen, Wash Plant, and other equipment required for quarry operations in the Army National Guard to mitigate contested logistics in Large-Scale Combat Operations.
Recommendation Information
Replace the Line Item Number (LIN) F49673 Crush, Screen, Wash Plant, and other equipment required for quarry operations in the Army National Guard to mitigate contested logistics in Large-Scale Combat Operations. Seven quarry systems are fielded to the Army National Guard and represent 100 percent of the quarry capability in the Army. Quarries are organized beneath a 35-Soldier Engineer Platoon or Detachment (AL, CA, NC, NY, VA, WI). All seven quarries are Non-Mission Capable (NMC). The resources required to repair, manufacture, and replace parts commercially exceeds the Army's Maintenance Expenditure Limit (MEL). The equipment has been classified as Condition Code H (Unserviceable / Condemned / Uneconomical to Repair) and have reached their Economic Useful Life (EUL). The original program acquisition occurred in 1997 and was a $1,543,579 commercial off-the-shelf non-developmental item with minor military modifications, including: lifting and tie down fittings for transportability, power receptacles, and a rifle rack. Commercial alternatives for parts and repair are not economically or functionally viable. Complete replacement is required during Program Objective Memorandum (POM) 29-33 to maintain the capability to generate aggregate materials in a contested logistics environment during Large-Scale Combat Operations.
The Crushing, Screening, and Washing Plant (CSWP) is semitrailer mounted system with diesel engine, and electric motor driven Crushing, Screening and Washing plant. The CSWP consists of the following units; a primary jaw crushing unit, secondary cone crushing unit, surge bin feeder unit, tertiary cone crushing unit, washing and screening unit, dolly converter, water pumping unit, product conveyors (10 each) and generator power units (3 each). The CSWP provides no less than 150 tons per hour of crushed and washed base stone for concrete and asphalt production from hard quarry stone. The CSWP provides engineer forces with the capabilities to supply crushed and washed aggregate for horizontal construction projects in support of military and other national objectives. The CSWP also provides aggregate for the construction of roads, bridges, airfields, medical facilities, protective shelters and for the overall logistical base operations.
