Proposal Statement
Provide pre-mobilzation health care, reduced age for retirement, education assistance protections, and voluntary separation recoupment protection for mobilizations and activations under Title 10 Sections 12301d and 12304a/b
Recommendation Information
Currently, service members mobilized or activated under the following authorities are not granted important Title 10 benefits that are provided under 12302 (Involuntary Mobilization):

12304b (Involuntary Mobilization - pre-planned)
12304a (Involuntary Mobilization - Fed DSCA)
12301d (Voluntary Support)

Service members and their families should receive the same benefits regardless of mobilization authority. This is especially critical as many service members from the same unit will deploy for the same tasking under different mobilization/activation authorities. The specific Title 10 USC benefits required are:

10 USC 1074(d) - Pre-Mobilization health care, even when not in support of a designated contingency operation
10 USC 1145 - TAMP Transitional health care, even when not in support of a designated contingency operation
10 USC 12731 - Reduced Age for Retirement
10 USC 16131 - Education assistance protections
10 USC 1175a - Voluntary Separation recoupment protection
