Current NGAUS standing resolution J#13, which encompasses several domestic operations equipment and security/safety issues, should be separated into two resolutions; one resolution to address physical security improvements at National Guard facilities and one to address other domestic operations issues/procurement. The vulnerability of some of the stand-alone recruiting offices and other National Guard facilities is high due to below standard security at many facilities, based on Department of Defense standards. Due to the vulnerability and historical issues and attacks that have occurred across the nation, we recommend changing current standing resolution J#13 to emphasize this specific security issue, rather than clouding or cluttering the importance of this issue among other domestic operations needs. The resolution for the improvement of physical security should include only the following items:
1. (Item A in current J#13) Funding for security and barrier upgrades to access/entry gatehouses and visitor inspection areas, and purchase perimeter fencing for National Guard installations in order to meet current Department of Defense and Service protection standards.
2. (Item D in current J#13) Funding semi-mobile security measures for stand-alone recruiting and retention storefronts across the National Guard enterprise to ensure protection of those inside the facilities and make the areas Department of the Army compliant.
Purpose: To emphasize the specific need for physical security improvements, separate from other domestic operations issues.
