Investment in resilient timing signals for operational commanders and the C2 of non-federalized forces to execute missions in support of civil authorities.
Recommendation Information
The interoperability of our communication and critical infrastructure systems requires the precise synchronization of time to operate, which is a critical element for the functioning of computer-based network systems. Without this synchronization, Global Positioning System (GPS) satellite services, key infrastructure nodes, communication, and civilian industrial systems would be degraded, directly affecting State and National Guard DOMOPS operations and capabilities. The President’s National Security Telecommunications Advisory Committee and National Space-based Positioning, Navigation, and Timing Advisory Board have called for a need for resilient timing services. In addition, the National Cybersecurity Implementation Plan also calls for resilient capabilities for timing services.

Much of our critical infrastructure is comprised of software and hardware that depend on accurate time from the GPS. If time fails it can lead to security issues, data loss, and malfunctions. Time is integral to first responder communication systems that support fire and police departments including 911. Time supports power grids, cell phone services, internet services, energy pipelines, National Guard response and other critical services. Additionally, time enables traceable data packets for financial transactions, billing, and records management for services such as gas stations, hospitals and airports.

There is a critical need for investment in technology that addresses current operational gaps in domestic timing that would help National Guard DOMOPS and other first responders to continue to operate in GPS-denied or manipulated environments. Specifically, resilient timing capability must deliver redundancy to current systems with an ability to synchronize with multiple existing and new time-providing space-based and terrestrial solutions and be deployed nationwide for maximum coverage to allow for continued domestic operations.
