To provide states with a minimum of four free-standing, mobile, ballistic, blast and fragmentation resistant barriers, and/or transparent ballistic resistant vertical extensions for jersey barriers to protect Guardsman, Police Officer, and Security professionals at each Access Control Point (ACP) and/or Armory within each state, territory, and District of Columbia (DC)”. Barriers should be identical to existing products and structures to promote inoperability; ease of maintenance; while providing for 100% commonality across the National Guard enterprise, and making all ACP’s fully compliant with existing Department of the Army and the US Army Corp of Engineers regulatory guidance and design criteria.

Provide approval and funding for each state to equip themselves with a free-standing, mobile, ballistic, blast and fragmentation resistant barriers and/or transparent ballistic resistant vertical extension for all Access Control Points (ACP's) across the National Guard enterprise.
