Proposal Statement
Allowing U.S.C. Title 32 Air National Guard Technicians to utilize the federally-funded tuition assistance program available to Active Guard Reserve and Active Duty members.
Recommendation Information
Currently, full-time Air Force employees in Active Duty, Active Guard Reserve (AGR), or Title 5 Civilian status all have access to Tuition Assistance (TA) programs that include course work at the associate, bachelor, and master levels. These programs are broken down as follows:
Active Duty - 100% TA at $250/semester hour, not to exceed $4500 annually.
AGR - 100% TA at $250/semester hour, not to exceed $4500 annually.
Title 5 Civilians - 75% TA up to $250 per semester hour, not to exceed $4500 annually through the Civilian Tuition Assistance Program (CTAP).
Title 32 Air National Guard Technicians are not authorized to participate in the military TA programs that AGRs and Active Duty have access to. Additionally, per AFMAN 36-606, the CTAP program only applies to Title 5 Non-Dual status Air Force Civilians. Title 32 Technicians are the only category of full-time Air Force employees that do not have a federally funded tuition assistance program.
