Since 1993 the Chief, NGB has had the authority to program for procurement of ARNG-unique TADSS. This authority was delegated to him pursuant to the now superseded AR 350-38, dated 15Oct1993. Section 2-6 of that document read in pertinent part:

The CNGB will-

c. Program funds to support procurement of ARNG-unique TADSS in support of approved ARNG CATS functional strategies.
The 2013 revised document deletes this language.
Impact:
The ARNG will not be able to procure TADSS that effectively and affordably address the unique conditions of the ARNG Training Environment, e.g., multi-year implementation of Combined Arms Training Strategies (CATS) across nationally distributed populations of soldiers in pockets of relatively small numbers available for training on an average of 2 days per month.

Active Component (AC) Programs of Record (POR) TADSS designed for dense populations of AC soldiers at a relatively small number of AC installations have never been and will never be capable of being fielded to the ARNG in the quantities and capabilities needed by the ARNG.

Consequently, the lack of the authority to program for the procurement of ARNG-unique TADSS will leave large numbers of ARNG units without access to the TADSS needed to fully execute their Training Strategies and maintain their combat readiness.
