The State Partnership Program (SPP) fulfills a great mission by enabling our partner nations and furthering our strategic objectives. The demand for SPP support is greater than ever. Much of the work done under the SPP also meets Humanitarian Assistance (HA) objectives. The greatest limitation the NG has to support the SPP mission is finding funding for days for our soldiers and airmen to go overseas and help. Opening up HA funds so that they can be used for days for NG SPP support will further both the HA and SPP mission objectives.
