National Guard units lack the capability to organically move deploying containers. The lack of ability to move containers is due to materiel handling equipment (MHE) being either unavailable at their location, not the appropriate machine, and/or no licensed operators are available.
A portable, single-Soldier container moving capability allows units without access to MHE to safely and efficiently move loaded and unloaded containers in and around any location, at any time, allowing units to appropriately prepare for deployment activities.
EXORD 065-19 removed the Active Duty (AD) Installation Transportation Offices (ITO) responsibility to support deploying National Guard units. Joint Forces Headquarters (JFHQ) of each state are now responsible to deploy their units who are geographically distributed, unlike Active-Duty units co-located on a single installation. The ability to sign out a portable container moving system to geographically distributed units will save time, resources, and funding.
