Amend title 32 to add a section mirroring the Counter-Drug Program, which would provide stability for funding and service members employed by the CBRN (Chemical Biological Radiological Nuclear) Response Enterprise.
Recommendation Information
Adding a CRE specific section to Title 32 is the nucleus for the desired changes. We look to the counter-drug program as the example of the power of being specifically defined in law. Most of the desired exemptions allowed to counter-drug are possible because the target sections of U S C and NGB policy can reference T32 § 112. Listed are the areas of U S C and NGB policy that I’ve so far identified as points interests.
1. CRE FTEs remain on ADOS-OS past 18 years AFS without counting against AGR end strengths
2. CRE FTEs would not require NGB waiver to remain on orders past 18 years
3. CRE budget is reimbursed pay and allowances for FTE M-day activities
4. CRE FTEs would not break orders for IDT and AT
5. CRE FTEs allowed to serve six consecutive years without NGB waiver
