Support incremental Modernization and Standardization by authorizing and establishing additional funding to procure and field modernized external load long/line remote hook helicopter accessories for transporting equipment and supplies.
Recommendation Information
Background: The Army and Air National Guard have functioned at a prolonged high operations tempo, driving the need to concurrently modernize and recapitalize various fleets of aircraft. Aviation Equipment On Hand (EOH) comprises a mixed fleet of cascaded, new, converted, and retiring aircraft. Significant modernization continues for the rotary wing aviation fleet. The AH-64D Apache will be fully fielded to the ARNG by FY 2014. The CH-47D Chinook will be modernized to the CH-47F by FY 2018. The OH-58A/C Kiowa Warrior will be modernized to the UH-72A Lakota by FY 2016. The UH/HH-60A Blackhawk will be modernized to the UH/HH-60L/M by FY 2023 and this years 2014 OMNIBUS bill just added $72 million for UH60M the Army National Guard. The Air National Guard is undergoing a recapitalization effort for the HH-60G to include an approved and funded initiative to replace HH-60s lost in combat. This will return the number of HH-60G aircraft to 112 by FY 2016.
The Director of Army National Guard annually establishes the top 25 Equipping/Modernization priorities. Three (3) of the 25 priorities; are Aviation Systems, Aviation Support Equipment, and Domestic Operations Equipment. These three (3) needed equipping modernization priority components are imperative to the success of Defense Support to Civilian Authorities and National Guard Civil Support missions.
Discussion: A critical component of Aviation Support Equipment is the longline/remote hook system. The system consists of a lift cable sections, a remote cargo hook, a remote hook guard and crew chief handgrip, appropriate matching attaching hardware, and electrical pigtail. The flight crew is able to electrically release loads attached to the remote hook. This system has been in use for the last 10+ years. Recent design and manufacture developments include remote RF hooks with encrypted communication using a NSA Type 1 algorithm (Highest Level) RF and Electrical Pendulum designs for both UAV and Piloted airframes. This new development doubles the life of the existing equipment, improves safety, reduces mission time and reach pendant requirements. As the National Guard improves it’s fleet; its a vital necessity to modernize legacy equipment and procure devices that enhance efficiency and safety.
