Proposal Statement
Procure a new Fixed Wing Utility Aircraft (FUA) to replace the aging C-12 and C-26 ARNG fleet of 56 aircraft disbursed across the 54 states and territories, which will provide intra-theater movement of personnel and equipment, support homeland security/civil support operations, and provide Non-Executive Operational Support Airlift (OSA) aircraft to meet total force requirements.
Recommendation Information
This proposal updates and merges recommendations D and M from 138th NGAUS General Conference (2018) Resolutions Relating to Modernization and Sustainment of ARNG Aviation.
Additional background:
- Army FW aircraft move mission critical personnel/equipment for Commanders, fills gap between Army RW and USAF transport
- Existing C-12 and C-26 fleet does not meet the current capability gap outlined in the Aerial Sustainment ICD
- 93% of C-12/C-26 is beyond economic useful life (average age is greater than 30 years)
- Operational Support Airlift (OSA) requirements validated by VCSA Capability Portfolio Review (2010)
- FUA Joint Requirements Oversight Council (JROC) Initial Capabilities Document (ICD) validated (2012)
- FUA Cost Benefit Analysis (C-BA) validated by DASA-CE (2016)
