June 2019 Update

NGAUS on the Hill

Congress continues its consideration of Fiscal Year (FY) 2020 defense legislation. The House Appropriations Committee approved its version of the FY20 Department of Defense (DoD) Appropriations Act on May 21. In line with $733.0 billion in total national defense funding for FY20, the Committee recommended $690.2 billion for DoD, includes:

  • $622.1 billion in DoD base and discretionary funding
  • $68.1 billion in Overseas Contingency Operations (OCO) funding

The Senate Armed Services Committee approved its version of the FY20 National Defense Authorization Act (NDAA) on May 22. In line with $750.0 billion in total national defense funding for FY20, the Committee recommended authorizing $718.4 billion for DoD, includes:

  • $642.5 billion in DoD base and discretionary funding
  • $75.9 billion in OCO funding

The House Armed Services Committee is scheduled to consider its version of the NDAA in early June. Several provisions beneficial to the National Guard were incorporated in early versions of the legislation, including language directing DoD to study and report on TRICARE Reserve Select (TRS) costs, affordability, and impacts on Reserve Component servicemembers and 5-year authorization for the National Guard to utilize DoD environmental restoration funds to mitigate PFAS contamination. The Senate Appropriations Committee currently does not have a scheduled timeline to consider its FY20 appropriations legislation.

NGAUS legislative staff continues to engage with Congressional offices on top FY20 priorities. Currently, engagement is particularly focused on House Armed Services Committee offices regarding authorization provisions and Senate Appropriations Committee offices regarding funding provisions.
