February 2019 Update

NGAUS on the Hill

The 116th Congress continues to organize defense and veterans affairs committees. NGAUS legislative staff has been executing a robust engagement plan to meet with new and returning Members of Congress, Senators, and staff on important National Guard issues and NGAUS priorities. The legislative staff also worked diligently with NGAUS members and Task Forces to identify top NGAUS priorities for Fiscal Year (FY) 2020, including:

Army National Guard

  • Concurrent & Proportional Fielding of Equipment
  • UH-60 Black Hawk Modernization, Recapitalization
  • High Wheeled Multipurpose Wheeled Vehicle Modernization
  • AH-64 Battalions Equipped at 24 Aircraft

Air National Guard

  • Improved Mental Health Care Access & Treatment for Guardsmen
  • Early Retirement Credit under 12304b Orders
  • Consistent NGREA Funding
  • Increase Full Time Support/Manning
  • Tax Incentives for Employers to Hire Guardsmen
  • Tax Deductions for Drill Travel
  • Enhancing Guard Cyber & Space Missions
  • Increase Annual Military Leave for Federal Employees from 15 to 30 Days
  • Allowing TSP Contributions Outside 401k Threshold

NGAUS further enhanced its resolutions database for the 2019 NGAUS resolutions process. State association and industry POCs can now view all draft resolutions submitted to the database and request to co-sponsor online. NGAUS also produced overview videos on the resolutions process and how to use the resolutions database, which can be found on the resolutions webpage here.
