Equipping the National Guard

     The issue of properly equipping the National Guard has
     reached unacceptable proportions.  Prior to 9-11 National
     Guard units were for the most part at no more than 70%
     of authorized equipping levels.  The strains of the Global
     War on Terrorism have sent those levels to 50% or less
     across the states and territories.  Immediate action is
     required to rebuild these units now if they are to be
     prepared to respond to both warfighting and homeland
     security taskings.
